3. Now the industry policy for the refuse incinerating power generation is not consummate. The waste disposal fee charging is not completely carried out. So the refuse incinerating power plant is just support by higher electricity prices and fiscal subsidies.

Countermeasures

1.Reduce the construction cost

The high cost of refuse incinerating power plant is due to the imported expansive incineration equipment. In order to reduce the construciton cost, we can adopt the domestic incineration equipment taking place of the imported expansive incineration equipment or just export the major machines combined with domestic corollary equipment.

2.Increase the garbage calorific value

The incinerating power plant operation is not stable due to the low garbage calorific value, maily because the waste raw material was gathered without any classification. Classification before collection is the best way to increase the garbage calorific value and improve waste utilization efficiency. So, we should continue to enhance propaganda advocating garbage classification. In recent years, enterprises began to adopt mechanical biological treatment technology to increase waste heat value in foreign countries. This technology can be used to separate the non combustible like nonferrous metals, iron and glass from the mixed garbage.

So, with the technicaldevelopment of waste collection, disposal, transportation and comprehensive utilization and upgrating of production process, the refuse incinerating power generation can be one of the most economical power generation technologies. With the gradual increase of capital investment and progressively improvement of technology and policy, a number of refuse incinerating power plants will be under construction. The industry of refuse incinerating power generation will develop rapidly. And it will make great contributions to waste harmless disposal,garbage weight andvolume reduction and economy sustainable development.
